I agree with the reviewer from Boston; the Jousten is a perfectly decent place to stay in Buenos Aires but is nothing unique or special. I certainly wouldn't describe it as a luxury hotel. It's part of the Spanish NH chain of hotels, which are about the same: a safe, affordable bet, but nothing special.
The hotel: The Jousten is in a good location, within easy walking distance of all the sights of central BA. There is also a subway station right in front of the hotel. (The "Subte" is safe, efficient, and very cheap, but taxis are also plentiful and inexpensive in BA.) The area around the hotel is not very residential and not so scenic. The restaurants at Puerto Madero are within less than 10 minutes walking distance. There are two computers for internet access in the lobby and the hotel is also equipped with free wi-fi. This is an old hotel that was refurbished, but it already looked a little worn; wear and tear on the carpets, a few scratches on the furniture, etc.
The room: I had a room on the 6th floor facing the street. The room was comfortable and quiet; no problems with the traffic noise outside. The furnishings were comfortable if not luxurious. The bathroom was clean and the shower worked very well.
Overall, a good place to stay while you are sightseeing downtown; then you should move to a different neighborhood like Palermo Soho to try out another side of BA.
