Just returned from a family trip to San Francisco. Our three boys loved the hotel, especially the funky courtyard and the swimming pool. The staff is very helpful. The rooms are a nice size, and the bathrooms have nice fixtures for the price of the room.
Yes, the hotel is on the edge of the Tenderloin, which can be sketchy, but it is quite easy to navigate around the worst of it. The neighborhood is also getting better. Several Asian restaurants have opened within a few blocks, and they are affordable and authentic.
If you are looking for a quiet, sanitized hotel, the Phoenix is not for you. But if you want a friendly, affordable, and funky place to stay in San Francisco it is worth a visit.
