When you eat at a restaurant- check the bottom of the bill for taxes and service fees. We noticed that most restaurants added a service or gratuity to the final bill already. The credit slips will still have a line to add a tip- so be sure to double check your receipt and not the credit card slip to see if the service charge was added. Most services did not require a tip. We did tip a Taxi driver for taking us to the Night Safari which was a long ride for him and he was not happy to be driving out there. And we left a small tip after having a massage at our hotel. Those were only tips we left and we did not run into any problems.

The govt actually does not encourage tipping, so tipping in a sense is not really expected, unlike the situation in other countries.

Major shops charge a 5% Goods and Services Tax, with an additional 10% service charge in restaurants, and 1% government tax added to hotel bills.
